A hotel complimentary room and house-use SOP records why a room is provided without its normal accommodation rate, who authorized the exception, which guest or employee is entitled, and how to account for it accurately. Complimentary and house-use are not the same category: free accommodation for an approved external guest can differ from rooms used for internal administrative purposes. This original HoReCaHire complimentary room approval register gives a practical audit workflow, occupancy example and reasons code checklist.
Complimentary room versus house-use room
| Type | Typical reason | Approval principle |
|---|---|---|
| Complimentary room | Approved guest recovery, promotional/stakeholder stay or specific contract entitlement | Named commercial or duty-management authority |
| House-use room | Internal/administrative occupancy according to property policy | Named internal authority and genuine purpose |
| Paid employee booking | Employee purchases valid rate plan | Not automatically house-use |
| Free room upgrade | Approved category change with original paid stay | Not necessarily free accommodation |
| Out-of-order room | Unsellable due to technical restriction | Separate engineering inventory control |
Oracle OPERA Cloud’s rate-code configuration explicitly distinguishes Complimentary rate codes for complimentary stays and House Use codes for internal/administration stays; OPERA tracks these for statistical purposes. Property Availability reporting can show associated complimentary and house-use values. This distinction is about configured reservations, not permission for staff to award free rooms without approval.
Eight-step complimentary-room approval SOP
- Record the actual request and purpose before creating a zero-rate reservation.
- Confirm the guest or internal user, nights and relevant room/category with proper privacy controls.
- Check current sellable availability and expected paid demand with Revenue/Reservations.
- Verify the specific authority to approve complimentary or house-use use under the hotel policy.
- Select a legitimate configured rate code and correct reason, source and market settings.
- Check actual included services, applicable taxes, incidental deposit requirements and billing route.
- Create or amend the authorized PMS reservation; communicate confirmed terms truthfully.
- Review daily stay and cost impact, and preserve the approval for legitimate finance audit.

Numerical example: three complimentary room-nights
Suppose a fictional hotel approves three complimentary room-nights for a specific authorized recovery situation. The comparable publicly available room-only rate is hypothetically ₹5,000 per night. The illustrative notional gross room revenue at that reference price is 3 × ₹5,000 = ₹15,000. This is not automatically a recognized accounting expense, loss or tax value: true displacement depends on paid demand, alternative availability, package definitions and proper Finance treatment.
Occupancy and complimentary rooms: definitions matter
| Item | Fictional count | Interpretation |
|---|---|---|
| Physical room inventory | 80 | Hotel rooms available before relevant status adjustments |
| Paid occupied rooms | 58 | Actual eligible room-nights under chosen basis |
| Complimentary occupied rooms | 3 | Separate genuine category |
| House-use occupied rooms | 2 | Internal use |
| Total physically occupied rooms | 63 | 58 + 3 + 2 |
| Paid-room occupancy on 80-room base | 72.5% | 58 ÷ 80; not necessarily hotel’s standard PMS occupancy statistic |
| Physical occupancy on 80-room base | 78.75% | 63 ÷ 80 under stated definition |
Two occupancy percentages can differ legitimately when the denominator and paid/complimentary treatment differ. Hotels should not manipulate rate code categories to improve ADR, RevPAR or occupancy. Confirm the approved reporting definition with the Financial Controller and PMS before presenting a KPI externally.
Complimentary-room reason-code menu
| Reason | Documentation and approval |
|---|---|
| Verified guest service recovery | Relevant complaint case and genuinely authorized remedy |
| Commercial promotional stay | Approved campaign, hotel contract or business purpose |
| Internal duty / operational occupancy | Proper house-use category and internal authority |
| Contractual free night | Actual negotiated package and terms |
| Charitable/community accommodation | Valid leadership approval and finance review |
| Employee or partner entitlement | Correct employment/partner policy, eligibility and privacy |
Who can approve a free room?
The hotel’s written delegation of authority should determine when a Front Office Manager, Duty Manager, Sales leader, GM or Finance reviewer must approve an exception. A verbal promise from a junior employee is not the same as a confirmed authorization. In an urgent service recovery situation, the manager should record the genuine guest impact and approval path without inventing a fake discount reason after the stay.
How to avoid unauthorized giveaways
- Prevent ordinary room-rate overrides using inappropriate PMS permissions.
- Require approved reason codes and meaningful descriptions instead of blank ‘VIP’ notes.
- Reconcile reservation category and rate code against actual approver and guest entitlement.
- Ensure a free room doesn’t automatically include unpaid optional meals or transport.
- Limit access to personal and employee stay records.
- Review repeated complimentary use by one employee/department fairly, using evidence rather than unverified suspicion.
- Investigate backdated zero-rate postings or canceled-and-rebooked stays through Finance audit controls.
Guest-facing confirmation example
“Dear [Guest], your accommodation has been confirmed at [Hotel] for [dates] under booking [reference]. The approved room charge for the stated nights is [correct amount], with [confirmed included services]. Incidental charges and any other agreed terms will be explained at check-in. Please contact our official team if the confirmation differs from what your manager arranged.”
House-use room is not a house posting account
A house-use accommodation booking can involve a real guestroom occupied for an internal purpose. A PMS house posting account, by contrast, may be a pseudo-room record used for administrative billing rather than a physical overnight guestroom. The two should not be conflated merely because both contain the word “house.” Oracle describes separate house posting account setup for internal and non-residential charges.
Monthly controller audit worksheet
| Control | Check |
|---|---|
| Completeness | Does every booked free/house-use stay have proper approval? |
| Classification | Are rate codes and purposes consistent with policy? |
| Inventory | Were nights and room types genuinely occupied and recorded? |
| Commercial context | Did Revenue assess meaningful displacement where appropriate? |
| Folio | Are real extras, taxes and incidental items correctly recorded? |
| Employee permissions | Do rate overrides follow delegated authority? |
| Reporting | Are paid and complimentary KPIs labelled consistently? |
Practical staff training exercise
A guest says an airline promised them a free hotel night, but no property-approved voucher or valid booking is present. The receptionist should verify the actual airline/hotel arrangement, refer to the authorized manager and avoid giving away a room based solely on a phone message. If a genuine booking is found, the guest receives the agreed documented inclusions. The cashier must not invent a folio payment for a room covered by another company.
Common mistakes to avoid
- Classifying a free category upgrade as a whole complimentary stay.
- Treating the list rate as a confirmed cash loss on every free night.
- Using an ’employee’ room code for an external business guest.
- Creating a PMS zero-rate booking without validating included services.
- Failing to document who authorized the room.
- Counting house posting accounts as occupied physical guestrooms.
- Changing historical stay codes merely to improve financial metrics.

Frequently asked questions
Are complimentary and house-use the same rate? Not in OPERA’s defined categories. Is a free upgrade a complimentary room-night? Not automatically; the base paid accommodation can remain chargeable. Can anyone approve a free room? Only those with genuine hotel authorization. Does room value equal lost revenue? No; compare actual commercial circumstances and finance definitions.
