A hotel purchase requisition form is an internal request for items or services needed by a department before Purchasing raises an authorized purchase order. It is not the same as a supplier invoice, received-goods note or a purchase order already accepted by a vendor. This original HoReCaHire hotel purchase requisition format includes a line-item request template, five-step approval workflow, emergency purchase controls and an example for housekeeping supplies with clear rupee maths.
Requisition versus purchase order versus goods receipt
| Document | Who usually creates it | Purpose |
|---|---|---|
| Purchase requisition (PR) | Department requester | Explain need, expected cost and internal approval |
| Purchase order (PO) | Authorized Purchasing | Order approved goods/services from supplier |
| Goods received note (GRN) | Trained receiving/stores team | Confirm actual accepted physical receipt |
| Service acceptance record | Responsible department | Confirm properly performed service |
| Supplier invoice | Genuine vendor | Request payment for defined transaction |
| Accounts payable matching | Finance/AP | Verify supported, correctly approved financial liability |
Oracle NetSuite’s Requisitions Overview distinguishes purchase requests from purchase orders and records who needs the item, what it is, its expected cost and who approves it. The requisition processing guide describes submitted, approved, partially ordered and fully ordered states. A hotel may use Excel or another system, but the authorization logic should remain transparent.
What belongs on a hotel purchase requisition?
| Field | Entry / control |
|---|---|
| PR number and request date | [Actual controlled reference and timestamp] |
| Department and requester | [Hotel, cost center and staff authorization] |
| Purpose / guest impact | [Real reason and required service date] |
| Item code and description | [Correct specification, unit and acceptable alternatives] |
| Requested quantity and UOM | [Pieces, packs, kg or relevant unit consistently] |
| On-hand and incoming stock | [Verified amount and open approved POs] |
| Indicative unit cost | [Transparent estimate and source/date] |
| Estimated line total | [Quantity × expected unit price] |
| Taxes/freight allowance | [If relevant, only verified assumptions] |
| Budget and requested authority | [Actual cost center and policy] |
| Review/approval decisions | [Proper line management and purchasing status] |
| PO link and receipt later | [Actual downstream reference, not anticipated] |
Eight-step hotel PR approval SOP
- Document the actual need rather than writing a vague ‘urgent materials’ request.
- Check current stores balance, open approved orders and permitted interdepartmental transfer.
- Choose correct specifications, units, realistic date and estimated costs.
- Route the PR to the designated departmental budget owner under the real authority matrix.
- Purchasing verifies sourcing rules, contracted vendors, availability and required bids.
- Obtain financial/management approval for any limit or capital category that requires it.
- Only an authorized purchaser issues the actual PO or permitted alternative procurement action.
- Receiving later records actual delivered/accepted quantity and Finance matches genuine invoices.
Worked housekeeping supplies purchase requisition
A hypothetical hotel needs 120 individually wrapped dental kits at ₹18 each and 30 cartons of approved tissue at ₹95 each. The estimated line totals are 120 × ₹18 = ₹2,160 and 30 × ₹95 = ₹2,850. Estimated supplies subtotal is ₹5,010, before any actual freight or taxes. This is not an approved order or supplier offer. Department heads should check verified stock and the genuine carton/individual-unit relationship to avoid ordering 30 single tissues when the request means 30 cartons.
| Item | Quantity | Estimated unit price | Extended cost |
|---|---|---|---|
| Wrapped guest dental kit | 120 pieces | ₹18/piece | ₹2,160 |
| Tissue cartons | 30 cartons | ₹95/carton | ₹2,850 |
| Estimated subtotal | — | Before actual tax/freight | ₹5,010 |
Sample hotel purchase approval register
| Status | What it means | Correct next step |
|---|---|---|
| Draft PR | Need is described but not submitted | Requester reviews stock and accuracy |
| Pending department approval | Spending authorization not yet granted | Manager verifies purpose/budget |
| Pending Purchasing review | Department authorized request; supplier sourcing incomplete | Buyer checks approved options |
| Partially ordered | Some approved lines moved to POs | Track unissued balance |
| Fully ordered | All approved lines linked to genuine purchasing action | Await receipt and supplier performance |
| Closed/rejected | Request ended with actual reason | Keep audit record and notify requester |
Hotel PR example: partial order and received units
Suppose the 120 dental kits are approved and Purchasing raises a genuine PO for 100 kits initially. The PR line is partially ordered by 100 pieces, leaving 20 pieces not yet ordered. If receiving accepts only 96 of those 100 kits, four units are a delivery discrepancy. The un-ordered 20 and unreceived four are distinct issues; do not add them together as one vendor short-delivery figure or mark the full PR fulfilled without review.
Emergency purchasing without bypassing all controls
An urgent engineering safety repair, guest-essential item shortage or perishable supply problem may need a property-approved urgent route. But “emergency” should not become permission for fabricated approvals, personal UPI payments to unknown vendors, unsafe substitutions or altered receiving counts. Keep the initial incident, authorized purchasing decision, valid proof, qualified service and after-the-fact review as required by the actual policy. Only authorized professionals should approve high-risk repairs.
Department-specific hotel PR examples
| Department | Possible genuine request | Reviewer |
|---|---|---|
| Housekeeping | Approved guest consumables, cleaning tools | Executive Housekeeper |
| Food production | Specified ingredients and replacement tools | Chef / authorized Purchasing |
| Engineering | Spare parts or specialist service | Qualified Engineering Manager |
| Front Office | Approved stationery, printer supplies | Front Office Manager |
| F&B Service | Replacement serviceware with counts | Outlet/F&B management |
| IT | Supported reservation/POS equipment | Authorized IT/Security and Finance |
What Purchasing should verify before PO release
- Appropriate department manager and budget approval.
- Correct quantity and product specification, including units.
- Duplicate requests and existing stock or PO commitments.
- Genuine eligible supplier identification and contractual conditions.
- Actual delivery deadline and safe alternatives.
- Competent approval for chemicals, food-contact materials or technical parts.
- Authorized change log when the final supplier price exceeds the estimate.
- Clear vendor payment and banking verification procedures.
Common purchase request mistakes
- Submitting an invoice as evidence that a purchase was authorized.
- Counting a supplier’s quote as proof goods were received.
- Confusing cases/cartons with pieces in estimated cost.
- Using an expired quote and treating it as a binding price.
- Splitting purchases artificially to evade actual approval limits.
- Approving your own request where segregation of duties requires separate authorization.
- Changing the PR quantity to match a vendor invoice instead of addressing a genuine short receipt.
Procurement interview questions
Can a department’s approved PR automatically be sent to a supplier?
Not always. Approved internal demand is not automatically an authorized external PO; follow the hotel’s approved purchasing and supplier workflow.
The quote is ₹5,010, but vendor PO price is higher. What next?
Check the actual source, approved unit/quantity, validity and whether revised spending authorization is required.
Receiving finds fewer units than the PO. What should happen?
Record the actual accepted quantity in the correct GRN, investigate supplier discrepancy and preserve the audit trail.
A supplier changes their bank details at the last minute. What is the control?
Use a genuinely independent verification and authorized update process rather than trusting the same unverified communication.

FAQs
Is a hotel purchase requisition legally a purchase order?
No. It normally records internal purchase need and approval, while an external PO is issued through actual authorized buyer processes.
Should the requester know the supplier to create a PR?
Not necessarily. A request can define the need and estimated cost while Purchasing sources the permitted supplier.
Can someone close a PR before receiving the supplies?
Requisition workflow states and physical receiving are distinct. Only valid approved closure/reconciliation should finalize outstanding obligations.
